As long as you follow this general guideline, you should be able to get whatever neutral Bang you want very easily. This has worked for me very consistently. Extra credit if there's any overlap, seems to solidify the odds at that stat becoming +5 in the mixer. If there isn't, then I (3) simply grab two different pieces that, among the two of them, do have +5 to the 3 stats. There's obvious influence, but I'm pretty certain it simply picks between any of the 12 varying stats from the 2 pieces of gear, with the highest chance to do 3 positives and 3 negatives, and lower chances to start waning its way for more positive numbers.
